Numerically, nothing really seems to get much higher in SoP than what could be achieved with lv 5 or lower spells. I don't think the reviewer knows the Paizo material as well as they think. I'll give'em the "innappropriate narrative effects" one, though. See more SoP's mainly balanced around what one with Paizo material could do.
